Some messages no rule would send: a launch, an outage notice, a beta invite. For those, use the Broadcasts page. Write the title, body and optional deep link, then choose who gets it:
  • Everyone in the app, or
  • A list of user ids: the ids you passed to identify
Before you send, the page shows how many people it will reach, how many are in the holdout, how many have no device we can push to, and any ids that don’t match a user. A broadcast goes out immediately. It skips quiet hours and caps, because a person chose to send it now. It still skips the holdout, and every send is recorded like any other.
